The physician's license is permanently limited precluding him from prescribing for a patient controlled substances beyond a single thirty day period. Patients requiring a controlled substance for pain management beyond a thirty day period must be referred to a pain management specialist. All prescriptions for controlled substances for pain management must be reviewed and approved within 72 hours by the Director of the University of Rochester's Center for Primary Care. After a minimum of a year the physician may petition the Director of the Office of Professional Medical Conduct to remove the review and approval limitation.
